Add a nice, sleek high-tech look to your images in Photoshop by creating a TV or computer scanline effect. This technique can be useful for graphic and web designers and it痴 easy to do. You値l begin the scanline effect by using Photoshop痴 Halftone Pattern under the Sketch filter heading. The scanlines are probably a little too harsh, so to soften them a bit you値l set the layer opacity to 50%. Then you値l use the Lasso tool to make a selection around the image of the man. Applying the Feather command will blur the selection uniformly around its edge. From the Add Layer Style drop-down menu, you値l select the Outer Glow effect which produces a look that is similar to neon with a soft light emanating from under the image and extending around it. In the last step, you値l use the Add Noise filter that either increases or decreases the amount of interference in an image.

Launch Photoshop and open the image you wish to add scanlines to, or download scanlines.jpg, the bicyclist image shown here. Press D to set Default colors (black foreground, white background). Press F7 to show the Layers palette. Click the Create New Layer button.

Press Command + Delete to fill the layer with White. Choose Filter > Sketch > Halftone Pattern. Use the options in the resulting Halftone Pattern dialog box and click OK. Set the Layer Mode to Overlay and the Opacity to 50%.

Click the Add Layer Mask button. Press D to set Mask Default colors, then press X to inverse them, so that Black is the foreground color.

Select the Brush tool (B). Use the options in the resulting Options bar. Paint over areas of the face, arms and clothing to erase the scanlines and add some focus to the image.

Drag the Background layer to the Create New Layer button to duplicate it, then drag it to the top of the palette. Using the Lasso tool (L), draw a selection around the man.

Choose Select > Feather (Command + Option + D). Use the options in the resulting Feather dialog box and click OK. Click the Add Layer Mask button. Set the Layer Mode to Overlay.

Click the Add Layer Style button and select Outer Glow from the drop-down menu. In the resulting Outer Glow dialog box, use the options shown and click the Color Swatch. In the resulting Color Picker dialog box, enter C:28; M:87; Y:100; K:26, and click OK. Click OK again to exit the Layer Style dialog box.

Click the Create New Layer button. Press Command + Delete to fill the layer with White. Choose Filter > Noise > Add Noise. Use the options in the resulting Add Noise dialog box and click OK. Set the Layer Mode to Color Burn and the Opacity to 50%.
