Photoshop Fundamentals: Add a Painterly Tint to Images

Launch Photoshop and open the file you want to modify. Press F7 to show the Layers palette. Drag the Background layer to the Create New Layer button to duplicate it. Choose Filter > Artistic > Paint Daubs. Use the options in the resulting Paint Daubs dialog box and click OK.
Choose Filter > Blur > Gaussian Blur. Use the options in the resulting Gaussian Blur dialog box and click OK. Set the Layer Mode to Overlay.
Drag the Background layer to the Create New Layer button to duplicate it, then place it at the top of the palette. Choose Filter > Artistic > Neon Glow. In the resulting Neon Glow dialog box, use the options shown and click the Color Swatch. In the resulting Color Picker dialog box, enter C:88; M:76; Y:0; K:0, and click OK. Click OK again to exit the Neon Glow dialog box. Set the Layer Mode to Color.
Our final effect is shown at left. Tip: Add a Hue/Saturation adjustment layer to quickly and easily change the color of the tint to your liking.
