Launch Photoshop and open the image of your choice. Press D to set Default colors (black foreground, white background). Press F7 to show the Layers palette. Drag the Background layer to the Create New Layer button to duplicate it.

In the toolbar, click the foreground color sampler. In the resulting Color Picker dialog box, enter C:12; M:100; Y:75; K:2, and click OK. Choose Filter > Sketch > Halftone Pattern. Use the options in the resulting Halftone Pattern dialog box and click OK. Set the Layer Mode to Overlay and the Opacity to 90%.

Click the Create New Fill or Adjustment Layer button and select Gradient Map from the drop-down menu. In the resulting Gradient Map dialog box, click the Gradient Swatch. In the resulting Gradient Editor dialog box, select Noise for Gradient Type and click the Randomize button until you get a gradient that you like, then click OK. Click OK to exit the Gradient Map dialog box. Set the Layer Mode to Lighten.
