In this tutorial I'll show you how a technique for changing hair of any color to a different one. I began with the image at left.
Add a Solid Color fill layer (Layer > New Fill Layer > Solid Color) and select a new color for the hair.
With the layer mask selected, Invert (Ctrl+I) and change the blending mode of the current layer to Soft Light.
With the layer mask still selected, use the Brush tool (B) to paint over the hair.
Load the selection of the layer mask (Ctrl+Click on the layer mask).
With the selection loaded, use the Apply Image tool (Image > Apply Image) to apply the following properties:

Layer: Merged
Channel: RGB
Invert: Unchecked
Blending: Normal
Opacity: 100%

With the selection still loaded, use the Brightness/Contrast tool (Image > Adjustments > Brightness/Contrast) to tweak the visibility of the hair dye.
If the hair being dyed is black, gray or white, skip to step 10. Duplicate the current layer (Ctrl+J) and move the new layer above the layer Background
With the middle layer selected, change the layer type to a Hue/Saturation adjustment layer (Layer > Change Layer Content > Hue/Saturation) and set the Saturation to -100.
The image at left shows the final effect.
