It takes just a few steps in Photoshop to give images an effect similar to a watercolor painting with pen outlines. Begin by opening your image.

Duplicate the layer (Ctrl+J) and change the blending mode to Difference.

On the new layer, add a Chrome filter (Filter > Sketch > Chrome) with the following properties:

Detail: 10
Smoothness: 0

With the top layer selected, use the Apply Image tool (Image > Apply Image) to apply the following properties:

Layer: Merged
Channel: RGB
Invert: Unchecked
Blending: Normal

Change the blending mode of the current layer to Overlay.

Duplicate the Background layer (Ctrl+J) and change the blending mode to Multiply.

Add a Find Edges filter (Filter > Stylize > Find Edges).

Desaturate (Ctrl+Shift+U) the current layer. The image at left shows the final effect.

This shows a detail from the final image.
